Naming and shaming the gang behind “Smuggling “of Bill 22 of 2021 Loan Authorisation to Parliament

We can reveal that mysterious bill number 22 of 2021, a loan authorisation for government to borrow K93 billion for construction of houses for the country’s security agents, was smuggled to Parliament by a scheming of 4 senior Government and State House officials.

Our investigations have revealed that the move involved Special Assistant to the President on Churches and Religious Affairs Pastor Thom Martin, Chief Advisor on Strategy and Manifesto Implementation Chris Chaima Banda, Secretary to President and Cabinet Zangazanga Chikhosi and Clerk of Parliament Fiona Kalemba.

According to media reports, the bill found its way on the order paper without going through the Business Committee of Parliament nor Cabinet scrutiny.

Other offices that were bypassed include the office of the Attoney General, and the Ministry of Justice through the office of the Solicitor General.

Our findings have established that Chikhosi pressurized the Clerk of Parliament to have the bill “smuggled” to the house after a meeting with the two advisors to the president.

The motive behind “smuggling” of the bill is not clear but analysts have called for a thorough investigation to bring the culprits to book as they fear this was a move to defraud government of billions of Kwachas. 🇲🇼
