    Tight financial controls can only be effective when the people operating the system are not themselves corrupt. There are so many ways of cheating even a water-tight control system. Malawi has reached that point where they can work around the best of any control system in as long there’s money at the end of the tunnel. The focus of the president should be employing or appointing people with ethics (refer to Chilima lecture at Chanco). Beef up and empower law enforcement agencies and we have a credible government. Voters have now awakened to the fact that their poverty is highly linked to politicians’ mismanagement of funds. I am sure they will vote with their feet this time. If DPP is serious about winning the 2019 general elections then they better call on their moral compass. At this stage it is facing south as opposed to true north.

    No matter how robust a financial control system is, if people are set to steal they will. given the sophisticated politicians we have, they will find a way of siphoning those funds through the EFT system. Firstly we need ethical leaders (read Deputy President Chanco lecture) without which Malawi will get worse under the very system touted to be the best in the world.
